Hialeah’s Building Department issues a Re-Occupancy Certificate, which the city requires for all applicable real estate closings and other transactions on residential units. It is a zoning check: the city says its purpose is to make sure the property complies with current zoning regulations. It is not a structural, electrical, plumbing or mechanical inspection, and an approved certificate does not validate alterations or violations the inspector did not see. You apply through the city’s Citizen Self-Service portal, and the city also has a form to request a conditional certificate.
For a house with an added unit or a converted garage, the zoning check is where the question comes up. Selling to us does not make the issue go away, but it moves the fix to us: we price the house with it and work through the re-occupancy step with the title company.
